[Mio, Samurai-like] She is around or slightly above average, since there are many characters positioned below than that.
She is just not an "Over-Powered Character" that player usually expect, for beginning members in a RPG game.
basically [Mio, Samurai-like] is a 2nd tier choice, but
1) There are a lot of 3rd tier characters, so 2nd tier is not bad.
2) It may be slightly intentional in this game, to have LESS strong (HP + STR + DEF) female forward attackers / tanks in this game, for some realism. Not expected to take much damage (For a Samurai in daily cloth, without armor. The combo attack in this game also put she a bit to the Ninja side).
Hopefully later on when you have more control over that with runes she's better though.
