Actually you can even do it in the first town, just go change it at the inn.
Though yeah you can't talk to Sumire until Estelweiss.
When you start the NG+ you can set the difficulty just as if you were starting anew, but you still can't change it or add handicaps later.
The game is exactly the same. Including recruiting quests, having to redo the castle etc.
LOL that would be hilarious to have Seign on your team when escaping from Eltisweiss.
I'm soft-locked out of some achievements because I can't get back into the final dungeon in post game.

They do not. The only key item you keep is Carrie's Ring.

There are much worse achievements, but this isn't one of them. And once you get into Beigoma and the upper matches, it does get pretty skilled based.
