Report a translation problem
I'd guess they have their save somewhere it doesn't belong. That's usually the case. These topics pop up on every game. It's usually multiple users or people playing around with mods or people changing security levels or moving their saves/folders.
I tried starting a new game to and saving it in slot 3 (previously unfilled). That save appeared locally and when I restart it's available to load, with the first 2 & auto slots empty (those were previously filled).
I've reached out to Steam and 505. Any thoughts here? Trying to find a way to manually amend my cloud saves and not having much luck.
This got weird. I disabled all of my cloud saving (unsure of the relevance of that) and loaded my Slot 3 (Level 1 Arenside w/ 2 minutes playtime). I opened my menu and realized I had the amount of gil I had before I lost my save. Swapped to the party menu and had my full party from before. Ran outside and it was clear the story progression was up to where it was formerly. Saved in slot 4 and had my old playtime, level, and seemingly everything else back, albeit on the opposite side of the map from where I was last. This game is wild, man.

Except you are making assumptions. None of that is accurate. By desktop, I mean a desktop computer. No mods. I have never once played with mods or pirated anything. And as it happens, the save folder both on steam and on my computer both have my save data, but when I start it only allows me to start a new game.
Try going directly to the executable for the game and running it as an administrator, and then see if your save files show up.
