Is this game ok for younger kids? I got a 9 yr old girl and she wants to ply this. Is there foul language in the game or sexual innuendos?

Looking past the localization controversy. Yes its perfectly acceptable for kids.

There's no real swearing or sexual content.

The violence is pretty tame without any blood and gore.

There is one openly bisexual and one cross dresser among the roster of recruitable characters, if that is an issue for you.

There are some lines that may have a kid asking questions. I can't recall exactly what was said but there's definitely a few cases of phrases that could be awkward to explain.

It is rated Everyone 10+ by the ESRB, and also 10+ on my local rating board (for "violence" only), so it should be fine.

As all have said, yeah, it should be a perfectly reasonable play through for you girl content wise. She may run into the occasional bit of language that might be just a little over her head from a reading comprehension leve. But in my experience, having played a lot of JRPG's from the NES era when I was in her age group, that actually made me way more interested in learning more and broadening my vocabulary.
I would wish it was more mature, but it is what it is. Maybe play the game with her. Wholesome gaming with dad/mom.

I 2nd the statement about the questionable localization, but I will add to it.

The game is fairly tame to begin with; its a pretty lighthearted fantasy adventure with some light political machinations. But, the localization made it even more lighthearted.

Moments are originally meant to be serious were turned almost into jokes with the characters making silly quips like they're in a Marvel movie. Expect a number of petty insults, like "farthead", "chud", "Inspector Dumbface", "pidgeon-licker", etc.

Francesca, an early recruitable character, might be the character you're most concerned about with regards to language, so I'll copy-paste some of her most extreme lines from her initial encounter. Her silly gimmick is that she's a rather violent girl that's trying to turn over a new leaf as a "soft-spoken healer" and her "old self" shines through whenever she gets angry.

These were taken directly from the game's text files, there are intervening dialogue lines between them where the Main Character tries to defuse the situation where its very lightly implied that the man she's shouting at tried to grope her. One of her "calm" lines to the Main Character is included for contrast.

If you're okay with Francesca occasionally going rage mode with that kind of language, the rest of the game should be fine cuz afaik she's the most extreme character when it comes to language.

And honestly that's just storytelling. If it makes the player stop and think "Whoa, that's a bit much..." then it's getting the reaction it wants.

It doesn't matter if that reaction comes from a 35-year-old weeb or an 8 year old having flash backs of when daddy hit mommy at the dinner table. Evoking emotion is usually the point of good story-telling and characterization.

Game is tame, but not for a 9 year old. I'd be there with them while they play and discuss anything they want to discuss about it.

Video games aren't babysitters.

Well, yeah, but in this case its a parent asking if the content might be okay for their 9-year-old. So I decided to just give some examples of Francesca's dialogue so they can make an informed decision.
