What are the NPC gift items?
Are they normal items that you gather in bulk or craft for other things but NPCs also want them or are they specific unique items spread around the map?

I tried googling it but I just get websites offering pre print T-shirts with "I love Barbara" lol

Games too newly released to have searchable info like that it seems and the wiki is bare.

I didn't even know there was a dedicated gift shop lol.

I guess every time I have looked around the locations of the expeditions it's been a day the place is closed so I glanced over the greyed out symbol without noticing it was a shop.

I have bought several from Claire's Gift Shop, two of each of Music Album, Fridge Magnet, and Playing Card. I have talked to Mariquinn, Earl and Prospero several times when they're in my inventory but I can't give it to them, and they're all still in my inventory.

Maybe there's some milestone in the game I need to hit before I can give them?

Continue the story, it unlocks after you host the party on the hotel roof.

iirc that's part of prosperos very first quest

I did exactly this last night and can confirm! Cheers mate!
I found it odd cause I could buy them long before I hit that milestone.
