where can i fix the hand pump?

They're marked, look around. There's one near the bridge.

They're not marked, at least in my game. Talking to Mariquin points out that they should be, but they aren't. You're looking for four floor tiles in a rectangle, with what looks kinda like a drain on them. As noted, one such site is next to the bridge.

They were for me. They had that little blue ! above them. Maybe need to have the upgraded tool before they're marked?

are they the tiles that require a non-reactive injector?

I have to admit, didn't really look for the blue ! once I had the tool. In talking with Mariquin, it looked like there should be a pole with a sign there, like for the fishing elevator.
