Cant get a radiant projector

I've explored a bunch of the areas that are unlocked, and feed all of the fat slimes blocking entreces, but I cant get the blueprint for the item I need to open the two big doors with the light puzzle thing. Viktor didn't give me a message with the blueprint still

SR2 wik: "The earliest you can get the Blueprint is on Day 20. If the Boom Gordo and/or the Flutter Gordo is popped before Day 20, you will get the call from Viktor only upon reaching Day 20."
