I think its meant to be a quality of life feature in its own right. In Warhammer the UI is built well enough so your spells don't occupy much of the screen AND you don't have to pause to do so but for this game I think the idea of having your spell book cover a third of your screen at all times would have been pretty annoying visually. So unless somebody makes an alternative spell book it was better to temporarily hide it to not be intrusive plus not everyone cares to be a mage so unless they make a option to remove the spell book from showing I know I wouldn't like a near useless spell book covering my screen. Only problem with this is every ability is in the spell book, Horde faction heroes give "spells" but its just using your hero abilities like charge. The fact there is no distinction unlike in Warhammer goes to show you want to have your spell book but not open all the time, of course thats only because of how the game is currently designed tho.
