I cannot convert the town

To achieve an achievement, I need to convert a town to one that I have not started. I recruit a hero not from my faction, but the icon for converting the town is not there on the top left of the town screen! Any help?

I encountered this one before and some others have to Im not 100% sure on what the issue is but I can tell you what might be blocking it, first is if a town has already built something recently it will block the option, second the town must be developed enough from what I have seen, also you have to make sure the hero visiting is of a different faction to the town it self as you already know.

An in game week passing sometimes makes the option available again as well, (maybe recently conquered towns can't be converted?) it's not always 100% clear what the issue is. One thing il say about town conversions is that you can't hire any troops after a town is converted until next week so outside of the achievement get it's not something I do unless the next week is close by.

Thanks for the reply and tips. I managed to convert my capital as it was well-developed, so I think that is one issue one should consider. I built one building there and the convert button got gray so I think that is another thing that one should consider.
