Happiness
Might be a stupid question but how do I get my villagers happiness up? its at 67/100 at the moment and i keep making more inns, and theatre's but it isnt changing the number. From what I can see decorations dont change it unless its just not stated when you hover over it?

There are a handful of pretty simple methods for increasing happiness, or as this game refers to it "Desirability".

First and most easy, the yard objects for peasant homes. 3 of these objects provide stacking +3 desirability bonuses for 6 easy desirability points, but I typically go with 1 desirability object and one food object.

Second you're already doing, which is making sure the homes have an inn and a theatre nearby and the house is within those buildings radii. If they also have well access that will get desirability up around 10-15ish depending on how many yard objects you built.

Now the third part, is preventing desirability debuffs from industry buildings. Certain buildings like the coal burner, the sawmill, and the stone quarry all have debuff radius' that reduce desirability for homes within those circles of influence. For this reason you want to keep these buildings far enough away from residential districts that they don't impact your Fablings negatively.

Currently, decorations are just resource-eating clutter. Can we make them more meaningful, enhancing a tile or two around them with desirability bonuses on a par with yard attachments?

Also commoners don't seem to care about bakeries or even Tier II hospitals built next to their homes - possibly a dev oversight?

I am pretty sure i had a bonus from the hospital, or at least i saw the tiles appear when placing the hospital? I agree about decorations though, you would think they helped happiness.

It was saying to me to get more of the lowest townspeople (not in game atm so idr their rank) that i need to get happiness to 70.
Does the radius of the Inn & Theater need to actually cover the homestead itself, or is just covering a part of the yard good enough?

The hovel building itself is what needs coverage, the yard doesn't matter.

I kind of have to agree on this one, it is SO hard to bring the happiness level up.
Even though I make sure to always build homes in well range, with a clothesline and either a chicken coop or a greenhouse, in range of either a bakery or a hospital, with an inn and a theather, my overall score won't go up past 69. It just won't.
Of course no homes are built in the red zone of the industrial districts.

Like therealjohnconnor said, I too wish decorations worked towards higher happiness scores, at least like, five of the cheaper ones in the area = a well decorated buff, or one of the expensive ones = well decorated buff for the homesteads. As it is they are pretty pointless and potentially can get in your fablings way.

69 isn't bad happiness it just seems low out of a scale of 100, but honestly you're almost never going to be hitting 100 on pawns. For a pawn to hit 100 they need to be in a juiced condo with a shop on either side surrounded by service buildings overlapping.

You get max visitors at 75 happiness. That might as well be the max happiness. You're already close to as high as it needs to go.

I'd love to at least get the rating up to 71, because goodness how grindy it gets at a certain point to only get a single fabling at a time. I build homesteads like a maniac whenever the party moodlet hits, but, well... nothing ever hits as often as the witch. The beggars come in second place, so that's no better. XP

If people die from hungry or ill continually,happiness seemingly decrease.After having constructed hospital,my happiness surpass 67

To raise the over all happiness you need to raise each house desirability, just placing allot of inns etc wont raise it up unless they actually affect every house you got. If they miss a couple houses then it wont go up in total.
