i only have one bakery and one mill. more than enough food for my very sizable Town .
i think i have 85 to 90 little peeps in total.
The devs are working on balancing the farm issue so 40 plots will actually provide maximum output with 3 farmers.
But for now, about 20-30 plots seem to work best.
So now I make all farms that size, and wow, it does seem to make a difference. You do of course need enough grainaries that are placed right, too. (For instance I try to place wheat fields, grainiary and windmill together, that way production goes up - providing the fablings houses are close enough. Or bakery/grainary/windmill)
Remember though that a pigsty eats up a lot of wheat - four for one pork I think - and (thank you again Mochi) that only commoners can eat pork.
That means if you have a decent stock of pork (another good place to put a grainary is next to the pigsty) and fablings are still starving to death, double check so that your commoners shops are set to pork. They'll eat that and leave what is left of vegetables and bread for the peasants.
Mochi has got the gist about farms to people ratio! :) <3
