send a messenger with gift

I seem to be stuck at this phase since I only have the Send Messenger button, no gift options until after the messenger comes back. How can I complete this mission?

Your first messenger is the "break the ice" messenger. Once he returns from his first visit, the gift options appear.

It's confusing because it says to send it to "another ruler" ... what it really means is send it to the same ruler you just met with a gift. If you hover over the little "i" icon next to the mission it'll actually give you better details about how to do it.

There is also no option specifically named "Send with a gift", which the wording seems to indicate

"Another ruler" as in "another ruler than yourself". You, the player character, are a ruler.

I have the same issue. Sending a gift via the gift option does not reward me the 40 points. Seems like there should be some other option.

This just happened for me. Isn't this fixed?

You have to send another messenger to a new ruler. Once you've done this you can then send a gift to them .
