Are you having difficulty building the pigsty? Do you have the materials needed and the money for it? For me it has been difficult sometimes to have enough of the materials (I think it requires planks for one thing), and that's been delaying my pigsty builds.
Make sure you have enough wheat
Build a Pigsty near commoners since peasants can't have pork.
(As long as you unlock a territory with a pig, you can place the Pigsty anywhere on the map as long as you unlocked it)

Double checked that and it looks like its true, for whatever reason my poor peasants aren't allowed to eat pork! Well I guess that makes sense then for why I've had tons of food and still fablings starving, I've had a ton of pork but maybe only one commoner's shop that sold it. Rest assured I've changed that now and things are going much better.

I think I reached the milestone but some of my folks died and the milestrone regressed (if that's possible, just my guess).
When I finally reaached it tho, I could place the pigpen.
