Did you also place an elevator that is pretty next to it?
Because then they can keep carrying it them selfs and that is overall faster.
Were still looking at the unlock structure. the elevator should be the last upgrade.
DUmbwaiter has a smaller footprint.
Your setup will likely work if it is not to close to the elevator.
Will monitor it and see if we have to force resupply to always use dumbwaiter.
Problem there is that for efficient use you always need more resuppliers.

There just isn't enough room in the towers and we desperately need to be able to use both when you have a lot going on. Right now everything is still bogged down for me because no one will use the dumbwaiter so there are tons supplies taking up the elevator and everyone just keeps waiting on said elevator so it's like I didn't even add it.
I currently have enough setups that work perfect. Agree that the elevator does have the potential to mess it up a bit when placed to close.
We did lots of changes on this. But it is a very delicate system where just little prio stat changes have big impact. Plus the problem is that every layout/employee skill levels and available tech of a tower has big impact.
We will do a hot patch soon where players can assign specific working floor(s) to employees.
This will greatly improve the dumbwaiter.
Case with the elevator is tricky:
With the elevator an resupply employee can just hold the resource from start to end.
The dumbwaiter always needs coordination with more then 1 employee to work efficient.
(Here specific floor assignments will help)
So when a dumbwaiter and elevator are very near each other and go to the same floor it is often the "better" choice. (We can hard force the resupply not to use elevators when there is a dumbwaiter but we would create an exception rule and we don't like that because it generates unclear rules to players. Since their behaviour would change with what you've build or not build.)
The "problem" is amplified because the system can't fully account for potential delays too other employees that want to use the elevator once a task is set.
Back end wise we can't change that, once a task is chosen by an employee to midway changes their task. Partly because of potential endless looping and heavy constant possibility calculations (Heavy on performance)
Anyway Employee AI is by far the hardest part of developing News Tower.
It will always be a thing will work on to improve.

We might not always have solutions right away but read everything
