adding a clocks and some plants is always good. ideally there environment is green.
and like Pommesgabel said Toilet and food is also needed. make sure they are stocked bij employees. (resupply skill)

This was the issue, I hadn't realized that the Water Cooler was how meals were dispensed. I had considered it a minor happiness buff like say a clock or a plant and not an essential item. I restarted my run, made sure I had a Water Cooler and things went much better.
They don't just need comfort items at their post, they need to actually get to spend TIME at their post (or any nice green area). With the reporters, rather than sending them back out immediately, I started letting them spend an hour or so in a green zone. It saves time in the long run, because once they're no longer quite so debuffed, they do their jobs faster, which saves time overall.
