It is only some people that have that problem. Going by current reviews, 80% of people enjoy this game enough to give a thumbs up. I hesitated to buy this game reading about performance issues, but ended up not experiencing memory leak myself.
If you have a mid-tier or lower desktop, anything below extreme gaming laptop, or a handheld, you will likely experience stutter ranging from annoying to unplayable. The amount will depend on what your system is. You should look up other discussions on Returnal's performance, it has already been talked about A LOT. Many people shared their experiences and system specs.
You can always try it and then get a refund if you want.
I just had that today. But at least the game loaded back up to the point where it crashed.
With your pretty rare 24gb of vram you'll probably never experience that one though.

I think the game looks pretty cool but no way I'm buying broken games that have been abandoned.
