You say you have a recommended rig, what are the specs? My rig is RTX 2070s, AMD 3600 XT, SSD, 16 GiG Ram, Win 10 professional. (play in 1080p, with High-epic settings, vsync activated)
Have no stutters and no crash/freezes to the present point. Beaten the game.
But, beside of asking your specs, i know the stutters and etc. My luck was, i never had them.

record a video with an uncapped framerate and then we'll believe you, no offense but your CPU and GPU are not exactly the best and stutters are mostly caused by lack of CPU optimization while loading assets, chances are you're playing at 60 fps with a controller and not uncapped fps with kb&M
no need for this effort, sorry dude. i wanted to help and provide my thoughts on OP's topic. that was it, its not important if you or anyone else believe what i say. (why you talk about a "we" believe you?, its you who not believe ...lol)
i provided a link ...with this i tweaked my game, that was it. i have a 6 core cpu(12 threads), which is absolutely ok for this game to play in 1080p (high specs). as i said, maybe iam lucky...no stutters, no freezes.. over and out.
playing on tweaked high settings 1920x1080
75->120 fps. Average about 85
Zero issues but sometimes game feels less smooth, bit other than that, working fine
same for me! :)
And I've maxed out all settings, including raytracing, everythings at epic.
@1080p, with dlss quality. I get constant 60-70fps, minor sudden drops don't concern me.

If somebody is OK with RT off and 60fps then it can be fine. Especially when using a controller. Depends how sensitive somebody is and how good VRR people have in their monitors. What is interesting is how different results people get. Some people get completely different FrameTime graph's spikes on a similar setup. I wonder what makes such big difference.

He could get noticably better performance with High settings instead of Epic.
I personally have 16core 3950x and Radeon 5700xt and the game feels surprisingly good for me. Upscaled to 1440p, High settings. capped at 60fps and using a controller. Feels like upgraded ps5 or at least not worse than that.
I think that people on high end PCs with way higher standard and expectations can be more disappointed. 1frame traversal stutter is not a big deal but few frames drops when moving your mouse can feel horrible.
The game has an fps slider for a reason, Digital Foundry called the devs out on the stuttering that appears playing at 70+ fps, don't tell me they are wrong and can't "handle their games", devs acknowledged the stuttering and are allegedly working on a patch.
In my opinion the players who claim "my game is fine" are all on average hardware playing at 1080p and 60fps cap, that's just like a 2013 smartphone.
I can't find a video anywhere of someone playing at uncapped fps with no stuttering. There's none.
I think nearly every new single player game stutters. I’m not even sure if it’s possible to have completely flat frame time graph in any new game. However some people managed to get very decent results. This guy here have nearly perfect frametime not worse than other new games.

I’ve also heard you can do some tricks with some high end cards to force the game to use 20GB of vram to help with performance.
