I used high preset with dlss performance
Turned off rt, dof and film grain.
I now only get some hitches on loading new area's for a second.
And when playing online for long time it gets bit stuttery aswell. Unacceptable.
I7 12700k 3080 32gb and 40%free ssd space
Underclocked gpu to 1850mhz 900mv
Ive just completed the game now, 5120x1440@240hz , ryzen 3900X, RTX3080 Strix (latest drivers), 32GB ram, Win11, game and os on SSD.
I had one occasion where the game fps suddenly just tanked in the middle of a fight, after that i turned down settings to High and played through the rest without any mentionable stutters (there was one here and one there, but nothing annoying, certainly nothing like what you recorded).
Not sure what would cause this for you, i have done no overclocking or anything. Dunno if youre on Win11 or Win10, so that might be different, and also your CPU is newer so of course it could be that, but seems strange..
Try Deleting shader cache to force recompile if you've updated your graphics drivers recently. Lock to 60 fps in game and nvidia control panel.
I have weaker than your PC and don’t have this problem.
Check if your RAM is working fine with xmp/docp on. It caused stutters in Elden Ring for some people.
Task manager -> performance-> memory -> speed and slots used.

Other than that maybe your CPU is overheating?
No its a problem with the game. Classic Unreal + Dx12 issue that we see time and time again. "Capping to 60" is something alot of ppl say is a "fix" thats not a fix thats just making performance crappy on purpose cos game cant stop stuttering
