Roguelike or roguelite?
Does the game have any permanent progression toward the character or gear between runs?

You lose everything that makes your character stronger but you keep stuff that enchances gameplay. Like beeing able to do meele attacks, walking under water and so on.

I would say roguelike. There is permanent progression but most of it is tools to nagivated the environment so that on successive runs you can access more places. It adds to the loop giving you more to do each time. Weapon skills unlock but you start off with 0 ranked weapons and have to do all the work to level them up, you just have access to more skill when you do.

Overall getting better does come down to skill. There is luck in there, I had a run where I got my dream setup and felt like a god but it has only happened once.

What are the weapon skills like? Do they unlock per weapon? Or is it more general "faster" reload for all weapons etc. unlocks?

They basicaly unlock subtypes of a weapon. Each weapon can have a special trait, like shooting several shots at once. When you use a weapon you get experience with it and at 100% it unlocks the trait which is permament. Means if you later take another weapon with the same trait, it will be unlocked asap

Per weapon and some are quite extreme.
For example there is an "shotgun" weapon.
Possible traits among others are one that makes it fire an single strong slug or another one that makes spread wider. These can quite fundamentally change how weapons operate.

Roguelite as it doesnt share enough similarities to Rogue.
