Sunface Fragments not appearing

I beat the game (saw end credits) I have all permanent upgrades, I have done all house cut scenes, and gotten the audio log that mentions the Sunface Fragments.

The Sunface Fragment will not appear where its supposed to in the first biome. Am I missing something?

I thought they were random spawn chance? meaning when you restart a cycle at the ship there is no guarantee for you to find them in that biome/current cycle and you may have to repeat the stages multiple times to find them all.

you probably missed the 5th house cutscene. go back to the 4th biome and stand in front of the house, it will take up to a minute before it lets you in, after that the sunfragments will show up

When you say go back t the fourth, how do you do that? Do you have to beat 1-3 again to get back there, or can you switch back to it with the device in the cargo?

Yes, you switch between biome 1 and 4 in the ship.
