Can't buy a new plot of land

I can't buy a new plot of land in the first level. There are several plots to choose from. When I click one, it says the price "without buildings" and they "buy plot" is greyed out. No feedback (or reason) is given for this.

In the first map, you need to wait when the game offer you the ability to buy land. It's block in the early tutorial phase i think,

If you have it’s probably a case of completing objectives first

if you buy it empty, it is literally an empty field; you manually have to put down the primary building construction.

this unlike tph, allows you to actually control the buildings, not just the interiors. for example, a large plot might hold a lab building and a lecture building.

As ovomaltine has said, you need to progress in the first level until the game tells you to buy a new lot.

unpause your game. Same thing happened to me. Nothing progresses on the buy, unlike building, when the game is paused.
