Sandbox mode no campus areas to buy

I've entered some sandbox campus's where there may be 2 or 3 open lots, but I've also entered at least 1 where you have NO open lots. I can't find how to purchase new ones...or even if there are any available. Am I missing something? Thanks.

This really depends on your setting that you have selected when starting the sandbox.

There's an option not to only select which campus, but whether or not you want to have all the slots open.

Also when starting, it's not going to show it as building but just open areas that you will have to use and create the size of the building you want.

If you choose Two Point, there's only one open lot on that map, no additional to buy. Each should tell you how many they have when you start the game there.
