the crane? think its 476. Is painted in red half on the roof and half on the buildings buildings before. If you look at different angles from rooftop should see.

Confirmed! Difficult one to figure out!

Man, I was running all over the place for half an hours looking at every building and wall to only come back up near the crane and see the paint.

The clue is that only a crane operator can figure out the code giving you the clue you need to be higher up to see it. I thought it was clever, I really enjoy the codes in this game as it's not hunting down a note in some corner but an actual puzzle you can do for optional bonus loot. It's by far the most engaging code finding in a game I've seen.
