I can't put it on fullscreen either and I can still open apps on my taskbar so I think it's the game not being able to be put into fullscreen idk

Put "-screen-fullscreen 1" in your startup arguments. You can also use "-screen-width x -screen-height y" to adjust the resolution, just replace x and y with proper numbers.
