Can you copy & paste the error log from the crash here?
Did you try backing up saves/screenshots and then deleting the C:\Users\USER\AppData\Local\SB2\Saved folder?
Verifying files after that can sometimes fix some strange file corruptions Steam seems to be causing during updates.
Let us know if you are using any mods, as its a known cause of launch & load crashes.
Basically, run the game through steam and copy & paste whatever error messages appears here (or a screenshot of the error message)
Unfortunately, there can be problems with some Windows versions when using Unreal Engine. I've previously opened a ticket with Epic Games about this, but haven't received any results. Yesterday, I applied again with the project files and I'm waiting for a response.
Meanwhile, I'll upload the game as another sub-version with the next update. Maybe this will solve the problem, and if not, at least we can see the cause of the crash more clearly.
I'm currently compiling a list of players who can't open the game. I'll let you know when the game runs smoothly on different older versions of Windows, but if you want, you can refund the game during this process. I'll inform you when the problem is definitely resolved.

Yes, I have this issue also, also on Win8.1, rest of my PC specs is the same as the recommended requirements except for GPU, which is a GTX 1050ti.
I bought the game around 24 February so my refund period already expired. I just didn't know if it was a compatibility issue or not so I held on to it, especially since people kept shouting that my PC is the problem and not the game.
I hope it can be solved because, honestly, I don't want to refund the game even if I could, I want to play it! It looks awesome and the exact sort of game I'm always looking for.
I can post the error log a bit later if that would help.

EDIT: ok, i have and VR HMD and i really don't want to UNPLUG them physically, so then i type in command line in properties "-nohmd" and it's work.
soooo, developer answer me - that game in a future planned use VR? if not - so disable\delete\cut VR option in Unreal Project settings, i begging you, my coolers and videocard are going crazy with this
