However, it's been some time where I have started new to exactly see the choices, so my memory is not the freshest one, my response is based on what you can do in the game afterwards and how easy or difficult it is to obtain bonuses.
There is a point (lvl 81) where you will get all the perks however.
You get 3 attributes points on leveling (soldier attributes points for leveling soldier etc).
once the game starts you will get random bonus stats on good equipment. a lot of stats come from this.
when you level up... you will usually focus on the stats required to give you access to certain perks, so boosting attributes for their bonuses alone won't happen until you get all the perks you want.
the annoying thing we all must try to do is limit how high we level our pilot until after we buy the mothership, which we can't do until we advance the main quest far enough to have 5 crew.
