Otherwise those vilages appear to be 'instances' and exist just for the purpose of the contract.
It's possible to run out of villages if you always keep in a galaxy region, so move to other sectors and only then pick such missions, the target will always be in the vicinity (and at the described XP level).
they spawn forever
i dont know what is their limit but once you kill a certain amounts of villagers then other villagers will step in they will spawn till you destroy the city
P.S. But 'pre-pilaged' villages do not spawn enemies at all... I managed to force them to spawn by shooting bandits nearby, I there is a bug with that.

also village raids are either pirate or slave villages so it's "excusable" and does not grant any criminal records so they actually shouldn't affect reputation

That doesn't mean that it shouldn't grant negative reputation for shooting non-combatants. I feel it should be the case.
P.S. You can open doors in vilages to loot homes, each one has a storage with valuable loot. but I feel like it should be storing materials instead of weapons.
