Report a translation problem
I've completely taken 3 Sectors and now have 59 Solar Systems under my control. The highest number of (red circles) you will see under the "Toggle Raid Mode" after hitting "T" while in System is 6, and that's almost exclusively for the Hub Systems like Joker.
If by some chance the game placed a red circle over a Planet, then either that specific System is bugged or your game is. We're all experiencing all kinds of bugs, and not all the same ones except everyone has the Warp-crash bug.
When you are in a capture situation, your fleet you allocate to the system you manually move, open the T menu while sitting in system, your ships will show as green fleet icons, click them then click to POI to send them there, rinse repeat till you have positioned them all at with the star gate, or escape route etc, they will then kill the enemy ships and the control timer will count down as you take the system, took me ages to figure it out but I now own a lot of space, same for raiding, you can move your fleets in the system using this approach to the civilian fleets.

Known bug (or mis-behaviour of the poi jump sequence) with easy workaround.
You are at the problematic planet/poi and you see the red dots on the opposie side (and if you try to reach them you end up on planet surface).
Leave and go to jumpgate. DO NOT warp to planet POI directly. First jump to the middle POI (usually the escape route). Then jump to planet POI.
I'm currently trying to capture a system that belongs to Seragon, there are no structures in it aside from a guild station. I can't select capture. Is ist because of the guild station and if so, how can I make take control of the system?
I'd say report it, just like with the bug you had in the OP.
Thanks for your advice, my game has just crashed after 45 mins of p[lay and me forgetting to save, so I'm a little annoyed at it right now but I will try this tonight.
I can toggle raid, but capture is greyed out.
you need to place your fleet by hand , click on 1 fleet then right click where you want them , same for the others, and you can move them in battle same way from the star map
