If ranking up is based on the number of bounties you do then doing a bunch of low level bounties that you know you can do easily seems the way to go. However, most games would give you greater experience (or Guild ranking points in this case I suppose) if you took down a higher tier enemy, so do you rank up more quickly if you do the bounties of the highest level bounty you can handle? Tried Googling it but couldn't come up with an answer.
None of the guilds require level-appropriate mission completion (you can grab missions and outlevel them if you want to), you just have to do enough of them to progress. The only difference with the BH missions is that the mission list doesn't really scale to your level.
