you can fill those 2x4 slots right & left next to your player icon in the upper faction tab with available freelancers from your army as soon as you have some at hand (after mail access was achieved through storyline). just drag & drop them from your army on the bottom up to those squad slots; same way you'd assign them to general's squads.
summon them with F1 and give them orders with F2-F5 keys.
if they die in battles, their slots must be refilled with new - ideally already trained - freelancers from your army reserve which is filled by gathering people through mail missions.
Yes, you need enough people in your faction before you can start to place people there.
