Soldier Action Bars

Soldier Action Bar will not let me assign a ability to 4, 5, and 6. How do you equipment the abilities?

Not all of them are active skills.

There must be a star in the talent icon, and it has to look brighter, meaning you put points in and then "learned" it. If those conditions are met and it doesn't work, it seems like a report-able bug.

I ran into the same situation and what I discovered was, you have to do the first one on the left and then in order from left to right. If you skip a slot it won't let you move the others to the right of it until the ones you skipped are completed.

Did you ever find a solution? I can't put anything in my 4,5,6 slots. I have 8 actions with astrix and none of them will let me move them to any slots in the bar.
