Why isn't this game free for me?

I don't know if I missed the offer by literal seconds or if nobody has bothered to update their prices, but when I go to the store page, I get an offer of $15.99 instead of free. everywhere else I've looked - steamdb, isthereanydeal, even steam's own search page - still list the game as being free. What happened?
