batteries / filters and skill points

I just returned to game after long brake and I see there is issue with stacking filters and batteries. Stack number is not displayed and I can multiply them by taking off from equipment. I put battery in NV googles and instead of taking it out I make copy of it by moving to inventory. Same with filter for mask. After dropping on ground, when I pick it up, it keep flashing in my inventory and it's completly blocked, can't be moved / dropped / used and dissapeared after loading game.

Second problem is with skill points. Untill lvl 9 I get only 3 skill points. Suddenly after reaching lvl 10 I get lacking 7 points all at once.
