I could use some help concerning my night vision.

I have a helmet, night vision monocle, and a good battery. When I turn it on it is too dark. How can I increase the brightness level?

If you're talking about the viewable area, the monocle only has a tiny area of night vision. There's a superior military NVG that gives you pretty much the whole screen. Seek the upgrade.

I just mean the brightness level and not the FOV.

I don't think there's any way to adjust the actual brightness levels of just the NVG visible area. Honestly, when I used them they seemed a bit too bright. Maybe personal contrast/brightness settings need tweaking, whether for the game or monitor?

I have the military NVGs with the four eyepieces now and they work great. Thank you for your assistance.

Working quality wise, yeah the civilian nvg (monocle nvg) is literally 200$ both in-game and IRL too
It's barely functional and needs a flashlight to have a somewhat decent visible area

The real answer to this question for anyone else that comes along is just that the civilian NVGs suck and you should just carry a sleeping bag with you so you can go to sleep as soon as it starts to get dark. Even with Military NVGs I still carry a sleeping bag around with me.
