Military locations are usually pretty good as well as the final boss from the horde beacons.

In my experience its way easier to find containers(that require polymer to craft) than finding polymer itself. If that's the case for your need for that

I always check the Materials vendor in the SAFE ZONE its the only thing worth actually buying with the money you make selling stuff, because it is rare enough item to find. And since you need it to build the military crate stacks, well worth the investment.
