and as OP mentioned, everything respawns when loading a save game - that does not make a lot of sense.
Enemies do reset on SAVE. That's the way the dev set it up. It's his game and that's the way he wants it, for now atleast. Once you know that's the way it is set up, you can adapt to it. Sometimes driving away and coming back from the hills side can gives you another chance at the Coyotes left, they dont respawn during the same game, or atleast for a couple day/night cycles.

IMHO observatory is the hardest location to clear, a final boss of sorts. Loading a game makes enemies respawn, using respawn system makes enemies respawn too. Only way to stop them respawning is to use respawn blockers - buildable things like campfires, fences and some more. But that's kinda annoying tbh
But hey, you can always watch asmongold play stalker2. That was pure comedy for me
Edit: It only did it the first time in the default slot. Saving in a new slot preserved everything. The game is pretty fun.
