2 Radiation Filters make 1???

I was looking in the craft bench and had seen I could make a Radiation Filter it called for 2 of them. I thought there was a better filter or it would make more. But it literally took both my filters and gave me back one?

There doesnt appear to be a difference in the filters so I just got jipped out of a filter.
I bought both of them for 2 separate Traders one from Bob and one for Joe.
now I have only one due to the workbench saying I needed two to make what I thought was a better filter and not the same one.

Is this a bug or something?

This craft is meant to be used with filters that have low durability. You can take two filters that have any percentage durability, including zero percent and combine them to make one brand new filter.
