Look at my screenshot of double track there that worked for Chapter 1.
It is not hard to do once you learn how to do it. The biggest problem is avoiding areas that are too high or too low along the path, which drives up the cost to build it, i.e. build tunnels or bridges. Look at the Tutorials or Videos (You Tube) on how to lay Track in RE 2.
Start by defining just two points for the new track, one at each end of a Track coming out of the two Stations, without any points defined between. After that click on the track and you can adjust the path and height at a point (or multiple points) between the two stations. Then build it.
After you get the first track built, they make it very easy to build a 2nd track right next to it, connecting a 2nd track at each Station. Then just add direction arrows (in opposite directions) on the 2 tracks and a 2 track Gridiron at each Station, and you are done.

I build my tracks always with the height lines turned on.
1. Building the (temporary) endpoint(s) of the piece of track I want to make. (if necessary).
2. Connecting starting point and endpoint. (Which gives often errors).
3. Putting in one or more track points and give the whole track roughly the desired form.
4. 'Following the whole track' from start to end and make minor adjustments, adding straight sections outside the station(s), adjusting the height of the track and minimizing bridges and tunnels and groundwork to get the lowest costs.
5. Confirming (building) the track.
For short sections you can do it quick and often you can skip '1', '4' and sometimes even '3'.
'Errors' are often marked and explained (left under). Note that sometimes small sections can lead to a warning and/or block the building of the track. Mostly minor adjustments can solve the problem.
Once the track is complete you have to hit the button to accept or build it as you have it.
Start with the track Icon , get to the Track Planning Window, then left click on a track coming out at the Resource Station, and then left click on a track at the Boston Station.
If you like the path the track took, then left click in BUILD in the Track Planning Window and the Track will be built.
I think you need to play the first tutorial or two, and follow their instructions.
You guys really aren't hearing me. I know how to play this game. I've got hundreds of hours in the first game and I understand how the track system is SUPPOSED to work in this game.
I can see the track after I click on the stations and then press the "BUILD BUTTON" and the track disappears, despite being completely green and no error messages.
I follow the tutorial to the letter and the track building dialogue BREAKS EVERY TIME. The track erases and then will no long draw a track after the first attempt. In the tutorial I get stuck in the dialogue and can't retry, and in the first campaign mission the same thing happens, though I can re-open the build track tool, but YET AGAIN, when I click on Boston Station and then on the the Logging Camp, all I get are the two track points with NO TRACK drawn between the two, the system just refuses to lay even one single track. The only place I've successfuly laid track is in Tutorial 1.
Were you able to build other tracks between other Stations?
2nd and last idea to try:
Have you tried verifying the files on Steam for RE 2? (I am assuming that you are playing RE 2 on Steam on a PC type computer).
Will try again next year when basic bugs will have been patched.
Uninstall.
Given the scale of the game, IMO the radii/slopes/bridges/tunnels allowed should be much tighter/flexible, and building tools are not the best or intuitive to use - i.e. right click should allow cancelling building when designing a route, instead of having to click in the trash can - but past that I have no issues with it.
