Report a translation problem
Did you accidently purchased the required Railway at Holyhead early in the game?
Could you send us a savegame via support@kalypsomedia.com, please? Please add a link to this post in your mail, so we can relate this easier.
Will do, I'll include a save from near the start of the chapter showing how the railway in question isn't there. Restarting the save does not fix the issue. Had to start the chapter form scratch and then it was there.

I'm sorry to hear that you have issues with this task in Chapter 2. 😟
To solve this issue, please try to start the mission from the Main Campaign Menu (not via the restart-feature from a loaded savegame) and check if the Chester and Holyhead Railway is available for you.
