Did you try to verify your Game Files via Steam? (right-click on Railway Empire 2, properties, installed files, verify integrity of game files)
Are you able to launch the application by directly executing the KalypsoLauncher.exe or RailwayEmpire2.exe (right-click on Railway Empire 2, Manage, browse local files)?
If this does not help, we would appreciate if you could send us further information (Game-Version, System-Details/DxDiag) to our support (support@kalypsomedia.com) so we can investigate.
To create the DxDiag.txt, press Windows key + R, type "dxdiag", and press Enter. Click "Save All Information".
