luxury train is just express train with extra steps for few missions
tried to start map as custom with later eras as there were better locomotives to use (mentioned in descrpition on the page of DLC store!), but guess what? then there are random missions to do...
also whoever did the map, should be fired or go to see eye doctor...did someone ever check it with actual map? west hungary has nowhere mountains like that! also Pressburg/Bratislava is on wrong side of Danube river and several other cities are also wrongly placed....i guess they wanted to be hard to start

Die Karten sind grundsätzlich alle sehr,sehr ungenau . Schade, dass man es nicht geschafft hat etwas mehr Realität zu erzeugen. Auf allen Karten.
So Build up the size of the populations in Vienna and Constantinople.
But there is also a limit on how many Cities will get a generated amount of Passengers for.
At the point of finishing the game, both Vienna and Constantinople had 120K (+) population. There was no demand for a connection. None. I assume, but this is just a guess, the distance between those cities is too great for the underlying system to generate demand.
Note that various tasks in this scenario actually require both cities to grow this large.
added: I just checked and the Map description says that there are 38 Cities on the Balkans Map, which is a lot more than 20 Cities (almost twice as many).
With Vienna and Constantinople being about the farthest apart of the Cities on the Map.
So they will never send any Passengers and Mail to each other.
I have just started looking at that Scenario, and have only seen initial set of 3 tasks.
Yes the mountains are nice, but the scenario is not really fun to play as everything is too far away of everything.
