Report a translation problem
As per above, make sure the SF to AA path is as direct as possible.
Make sure the SF to AA route the only way passengers can get to Atlanta from SF side of the map. Have SF connected to Cities on its side of the map so you get more SF transit passenger traffic. Have AA connected to Cities on its side of the map so you get more AA transit passenger traffic.

But this is probably something how the game measures distance.
Best to check the city demand screen, if there are passangeres present and don't use the train, they don't like the route (to long). or the trains are simply to crowded. Even when full they sometimes a green in the overlay.
If there are more passangeres than fit the train, the train seems to have some strange habits which ones the take along.
It would help to have a little more info so we can troubleshoot :)
Also, don't send any passengers to Anita from other locations, at least until you finish this task.
Another reason why passengers wouldn't take a route is if there is a competing route that is more than 25% shorter than yours (say, if an AI competitor and you both connected the same towns, and your connection happens to be more complicated).
You can't really "brute force" it since you have 2 very high mountains to go through. The scenario even hints to use a winding road by letting you know that the tracks don't need to be expensive. So I just did that and winded a path up to the top.
But besides that, that scenario seems buggy as the goods are not picked from warehouses and then all of a sudden they get picked.
