Cheese bug in Reggio Calabria

I have built the warehouse to accept 8 loads of cheese to distribute to Italy. However all cheese is consumed in Reggio, even though there is a demand for cheese in Italy. Has anyone else seen this???

The town takes it first so keep feeding. Later you will see that part of the shipment from a train ends up in the warehouse.
Another strategy is not to level up Reggio so much

Where am I supposed to send the cheese?? Lots of cheese goes out from Reggio Calabria and nothing counts to the objective... ???

Reloading and trying to ship cheese anywhere nothing counts towards completion. Is this map bugged??

It's not bugged, you must build a wharehouse in Reggio Calabria and send cheese there. Then, deliver these cheese to other cities that accept that product
