Italian locomotives in custom games?

So I started a new custom game after getting the Bella Italia DLC and noticed the new Italian locomotives aren't on the innovations list to unlock. Can I only use DLC engines in their scenario/campaign settings?

*edit* Just discovered I can only research them on the Italy specific maps which is a bit of a shame. I would have liked to be able to play any custom game and have the entire library of locomotives available to you on the innovation line. Hopefully a future update will add that option.

Yeah - i think the reason is the tech tree's would get to cluttered..but i don't see why they couldn't make like one node unlock a few regional trains and then you can get all of them.

I have been after them about that since the first game! I particularly would like to be able to use all the engines in sandbox mode as I discussed here:
