Depends also 'where' you are in the game. Sometimes the option is blocked by the game because it serves for that part of the campaign/scenario.

If you are doing the 1st campaign, the option is game locked. Further along the campaign, you get the option to purchase shares in your rival's company (if you have the money). Just be patient, the option will appear.

This is the 3rd chapter of the company. There was enough money

It's a bug on that campaign mission. Doesn't happen for everyone. It's an optional mission so unless the score is really important to you, you can ignore it.

I have this bug too. I will say I COULD by shares at one point and the cost was 16M for everything so I wanted to save up a bit. When I came back the option was gone. I had saved and closed the game at some point so maybe that was the issue. Sucks I really wanted to get 100% on this. The idea of having to start over on this hurts my brain as it is a long one. I'm hoping they will fix this and I can load a save I'm keeping.

Well, you don't need to complete all the optionals 100% to achieve the highest ranking (CEO) since the mission has a multiplier of 1,3x
