You have to place a university in the city for it to grow over 100K

The growth symbol will look like a green arrow with a hat: "->|" this means your city cannot grow farther without placing a university, you will need to delete any immigration center, or library, or museum you have otherwise placed.

Yeah it is a new change form RE 1, you need to build University to grow city above 100K.
There is a tool tip in game if you hover above green arrow.

If you build something else then you need to demolish that building and place University. I think there is no refund for those special buildings.
