City Founding option is greyed out
When I start a custom game, the city founding option is greyed out. What am I missing?

Not available in the kind of game that you want to start? Or only in combinatie with another option turned on/off?

Ok it looks like that city founding option is available only on North American map and not the European one.

Also, European map lacks some details. Madrid is not even on the map. :(
