Update: I reloaded back before I re-organized my rail lines and that appears to have been the cause of the issue. Denver started taking loads as expected.
If that is the case then I know the problem and the fix, If you place a way point on your line after the drop off the train tends to skip the unloading and go to the way point.
Basically I was placing too many way points to make sure the train stayed on the route I wanted. So it ended up confusing the AI and the AI kept forgetting to unload.
I reported it the other day.

Another issue could be missing grid irons. Platforms stop being so buggy when you have a grid iron on both sides of a platform.
I have found that when doing a major reorganisation of tracks it is a good idea to delete all rail lines (as opposed to tracks) that may be impacted before reorganising the tracks. This ensures any goods trains are delivering are returned to the source and you don't end up with "Ghost trains".
