Warehouse not delivering to city it is in
I have a warehouse in Wichita accepting lumber and corn. The warehouse lists over 50 units of each. The city claims to not have any of either product. I don't think this happened before the update.

In fact none of the items in the warehouse are being delivered to the city.

A warehouse doesn't 'store' products. It's only function is to temporary hold product's on their way to their destination, waiting on another train at that station. See it as a 'waiting room' for goods that have to change trains at that station.
A warehouse has no function for the city where it is situated. Good's for that city are delivered to the city at the moment they arrive at that station. No need to store them in the warehouse. As far as I know that hasn't changed with the new update.
It's a problem that the city isn't receiving lumber ant corn. But the warehouse isn't causing that problem. (Is there enough capacity on your trains to transport the goods from that warehouse to their destination?)

Hi everyone,

Why does a city not consume the goods at the warehouse?
  • The moment a good leaves a rural station, it is already determined where it will be delivered. The destination of the goods is not changed and is valid only for a certain city. Example: you have a wheat source and 4 cities with demand, while city A has a warehouse. 2 wagons of wheat are allocated to each city and delivered to city A. The 2 units of wheat are consumed by city A, while the 2 for each other city remain in the warehouse waiting for a train to pick them up. Since this can take some time, waiting for transport and the distance is longer, this can lead to situations that look like a full warehouse, while city A has none left. In this case, they already have their destinations set and cannot be used in city A, and any new shipment for city A will be consumed very quickly / immediately. In this case, you will need to increase production because the city will still get its share of the goods, but there is less supply than needed.

Devs: is there a priority as to which city in the 4 city example Freeky cited would get wheat first or is it evenly distributed? Does the amount a city needs at a point in time influence the loading of the wheat at the farm?

Do not use Warehouses to store High demand Goods like Grain, Corn, Timber(Wood), Beer and Meat. There is enough demand for them to just ship those Goods direct from Source Stations to each City. Trying to use a Warehouse for them usually leads to backed Goods In Transit with the Cities not getting them delivered.

Every time a Train drops off Rail Cars at a Warehouse which takes time, another Train has to spend more time getting them added to it's train. You do not need or want to add more time to how long it takes to get them delivered.

Use Warehouses for several small demand items to be delivered to several small and new Cities.

When I did my testing, the cities closest in the supply chain (as a crow fles) got the goods first, and the system worked it's way out to the furthermost city getting supplied last. However, there are recent reports that this has changed but I haven't re tested yet.

Thank you for all your detailed reports and the numerous save games that have found their way to our support team.
Due to this, we have actually been able to observe some irregularities with the current warehouse mechanisms and calculations.
Our team is currently investigating and looking through the mentioned save games to make sure we identify the roots of this issue correctly, so we can take the appropriate next steps and start working on a fix.

Don't build warehouses in cities.
Don't use long, automated freight lines.
Use point to point delivery (like good A from Source to Dest. A, back to Source, to Dest. B, back to Source, etc.)
Only use warehouses in dedicated stations, that take goods from rural stations and then deliver like in the previous point delivery system.

Anything more complicated than "a-b-c-b-a", i.e. 3 stations, and the AI will screw it up.

Screw it up badly :)

They work fine in cities. I use them in 3 city clusters to grow them up to 100k each. But once bigger than that the increased demand makes them difficult to balance. Direct separate lines work better for high demand goods. Warehouses are an advanced subject. New players are best to avoid them.
