The current amount we get - 60 each month for the first 10 years; 30 each months every 10 years after - is more than enough to do all the research way before the next Era starts.
Even when you don't start at 1830 and have to research some of the techs of the era's before your starting year, you will end up with enough points to actually have done all of the era's research 1-2 years - at least! - before the new era starts.
In multiple of my free games when starting in 1830, I had all tech researched by 1836-37; making me end up with about 1.5-1.8K in research points I could immediately spend in 1840.
Only to end up with everything being researched in 1847-48. Earlier was also possible, as I was wealthy enough to buy up each and every tech being auctioned if I wanted to.
If you want more innovation points to cheese out on that "research all tech before end year" achievement, I'm afraid you will have to start 10 years earlier so you're able to build up enough tech points, as well as funds to buy tech in auctions.
